			<content:encoded><![CDATA[<p>Now that you have bought your property in the Languedoc,and are thinking of turning it into a Gite, you may consider  having a swimming pool to attract more income and more clients into your Gite. Here are the laws surrounding swimming pools.</p>
<p>&#13;</p>
<p>Everyone should be aware of the law governing pool security in France. It is the law and despite many arguments against it, all in-ground pools in France must now have one of the four approved methods of security system in place. The fine for not complying with the law is €45,000.</p>
<p>&#13;</p>
<p>Above-ground or semi in-ground pools are not affected by the law and normally just rely on a security ladder or one that gets taken away when the pool is not in use.</p>
<p>&#13;</p>
<p>The law has been specifically put in place to protect children under five years old but anyone with children will understand that no security device, no matter how well approved can replace the vigilance of a responsible adult at all times.</p>
<p>&#13;</p>
<p>The law was originally passed on Jan 1 2003. To comply with the law, the standards for pool security systems have been set by AFNOR (the body responsible for French safety standards) so that any method of security fitted must conform to the specifications set out in each category of security device.</p>
<p>&#13;</p>
<p>There are four types of approved security system:</p>
<p>&#13;</p>
<p>1. Security Barriers, AFNOR standard: NF P 90-306. <br />&#13;</p>
<p>2. Pool Alarms, AFNOR standard: NF P 90-307.<br />&#13;</p>
<p>3. Pool Covers, AFNOR standard: NF P 90-308.<br />&#13;</p>
<p>4. Pool Abris, AFNOR standard: NF P 90-309.</p>
<p>&#13;</p>
<p>Any security device can either be self certificated by the manufacturer who declares that it has made the system in accordance with the AFNOR standard, or certificated by the manufacturer and also certified and tested by the LNE (Laboritoire National d&#8217;Essai). Any device tested by the LNE will be given its own certification number, it&#8217;s considered to be homologated (agreed to) and will carry the NF mark.</p>
<p>&#13;</p>
<p>1 Security barriers <br />&#13;</p>
<p>There are dozens of types of pool security fencing now available in France. There are flexible mesh barriers, metal barriers, UPVC barriers, Perspex and transparent PVC panelled barriers and wooden fences. Although not everyone&#8217;s cup of tea, a barrier is one of the best options for pool security.</p>
<p>&#13;</p>
<p>Note that no natural boundaries can be considered as a security barrier eg: hedges, banks, ditches etc. Neither will any other sort of fencing not specifically made as a pool security system, no matter how impenetrable it is.</p>
<p>&#13;</p>
<p>For collective usage pools (pools used by more than one family) particularly gites, campsites and so on, there must be a self-closing, self-latching gate which opens outwards away from the pool. Most systems available have this type of gate as standard. </p>
<p>&#13;</p>
<p>For private pools a barrier system can be fitted with a manually operated gate, but it makes sense if you are going to have a go, to fit a child-proof latch, as high as you can out of reach of little ones.</p>
<p>&#13;</p>
<p>The main advantage of a barrier is that it needs very little maintenance or testing, so once it&#8217;s installed you can pretty much forget about it. As long as any gate fitted is tested occasionally, it doesn&#8217;t rely on anyone else doing anything apart from opening the gate.</p>
<p>&#13;</p>
<p>Another option for a barrier is of course, a wall. There are important parts of the standard that must be adhered to, the most important of these is the barrier must be further than 1m from the edge of a pool, and be over 1.10m high. There must also be no foot holds so natural stone walls are not legal, but a smooth rendered wall is quite acceptable. </p>
<p>&#13;</p>
<p>The AFNOR standard also states that the barrier must not be so far away from the pool so as to be ineffective, in other words if you fit a wall all around your property it won&#8217;t be deemed as secure as the house is inside the protected area. This all gets very complicated and in many cases the best thing to do is protect the pool area only and make it a designated area for swimming only.</p>
<p>&#13;</p>
<p>Another great advantage of a wall is that it will keep a lot of debris out of the water and it really does define the pool area. </p>
<p>&#13;</p>
<p>One disadvantage is that it does reduce visibility from outside the pool.</p>
<p>&#13;</p>
<p>2 Pool alarms <br />&#13;</p>
<p>Alarms come in two main types, immersion detector or perimeter alarm. The immersion detector senses a fall into the pool and then must activate within 12 seconds. The perimeter alarm works by infra red beams, when broken the alarm sounds. These systems, although approved, are not the best option for pool security and are best used in conjunction with another approved device. </p>
<p>&#13;</p>
<p>There are many downsides to using an alarm system: some alarms require wristbands or keys to be worn by swimmers, others need a code to be entered which disarms the alarm while people swim. They don&#8217;t work under a cover so need to be removed if you want to winterise your pool. </p>
<p>&#13;</p>
<p>There are also some grey areas. Alarms must be tested monthly, they are susceptible to false alarms and the AFNOR standards state that a responsible adult must be able to respond to an alarm in less than three minutes. Although a five year old should have an adult with them at all times, if they don&#8217;t and there is a fatality, ultimately the responsibility lies with the pool owner. </p>
<p>&#13;</p>
<p>The only benefit is cost. But the cheapest option is very rarely the best one.</p>
<p>&#13;</p>
<p>3 Pool covers <br />&#13;</p>
<p>As with the other options, there are lots of different security covers available, so the main thing to remember is that whichever sort of cover you choose, it must be put back on whenever your pool is left unattended, so a cover which is easy to put on and take off is important, especially if you expect anyone else using the pool to put the cover on when they aren&#8217;t using it. </p>
<p>&#13;</p>
<p>Any cover used to winterise your pool must also be AFNOR approved (unless you have an alternative form of security),so if your cover is more than three years old the chances are that it won&#8217;t be approved and will need changing.</p>
<p>&#13;</p>
<p>There are covers which do the job of a security system, summer and winter cover and are even available solar or mains powered so all you have to do is turn a key to operate them.</p>
<p>&#13;</p>
<p>4 Pool abris <br />&#13;</p>
<p>An abri looks a bit like a greenhouse and they are available in many shapes and sizes, fixed or telescopic. Apart from the price, (this is about the most expensive option) there are many advantages. As well as it being an approved security device, it will help heat the water in your pool, keep out debris, reduce chemical usage and evaporation, and if you heat your pool, it effectively turns it into an indoor pool you can use all year round.</p>
<p>&#13;</p>
<p>The main disadvantage to fitting an abris is the cost. A low fixed abri, although cheaper, doesn&#8217;t give a lot of room underneath and some people find them claustrophobic: high abris, normally up to 3m tall give plenty of space but also need a great deal of room to install them.</p>
<p>&#13;</p>
<p>Whichever system you choose, it should be practical and easy to use, and your local pool professional should be able to advise you on the pros and cons of each system and discuss the suitability of each system in your particular application. <br />&#13;</p>

<p>On the flip side, Mark Sanchez may bring the Jets a winning season. One of his greatest strengths is his ability to place the ball accurately anywhere on the field. His over-the-top delivery is effortless, and he recognizes a blitz quickly and reacts accordingly. He’s accurate in a pinch as well, such as in a rollout.</p>
<p>Of course, any veteran of fantasy football knows to have caution when ranking rookie QBs. To illustrate this point, let’s look at some of the greatest quarterbacks of all time. Brett Favre, John Elway, and even Dan Marino experienced a boost in their fantasy value after their first year in the NFL. Although Stafford and Sanchez have notable prowess, it’s more likely that we’ll see their talents reflected in fantasy football leagues over the next few years, but not necessarily during this season. With that said, rookie running backs can be magical in fantasy football (just look at what Matt Forte and Chris Johnson did last season).</p>
<p><strong>Rookie Running Backs Fantasy Diehards are Watching</strong></p>
<p>For 2009, keep an eye on Knowshon Moreno. He can power through the first line of defense, and has surprisingly soft hands that could boost his value in PPR leagues. According to NFL.com, Moreno is an “extreme competitor who can put the team on his shoulders,” (Copyright NFLDraftScout.com, distributed by The Sports Xchange).</p>
<p>Chris “Beanie” Wells is another notable up-and-coming running back. FantasyFootballXtreme.com named him their #1 rookie to watch, and for good reason. He rushed for over 3000 yards during his time at THE Ohio State University. He’s known for finding holes in the defense and he has a jarring stiff-arm to thwart defenders and possesses uncanny breakaway speed. Unfortunately, his history of injuries could be a risk factor.</p>
<p>I wouldn’t be surprised if we saw great things from Donald Brown. He’s quite a fast and agile player. Rare to rookies, he has a great sense of balance, which he uses to deceive the defense. He could become quite a weapon for the Colts this season.</p>
<p><strong>Rookie Wide Receivers You Don’t Want to Overlook</strong></p>
<p>If you’re debating which rookie wide receiver to add to your team, Hakeem Nicks has the goods. He set school records at UNC for receptions, touchdown catches, and receiving yards. He has great hands and can hang onto the ball even after hard hits. He can distance himself from defenders during a breakaway, and is tough enough to generate a lot of yards after catch.</p>
<p>Michael Crabtree has a bright future as well. Originally, he was the quarterback of his high school and went to college on a two-sport scholarship. As a wide receiver, he made 231 receptions in two seasons. His hands are smooth and able to catch the ball regardless of whether it’s inside or outside his body. There’s no doubt that he’s a competitor that will flourish over time.</p>
<p><strong>A Rookie Tight End that Might Deliver During the 2009 Fantasy Football Season</strong></p>
<p>It’s a risk to use a rookie as your tight end in fantasy football games, but if you’re willing to chance it, then Brandon Pettigrew is your best bet. He set a record at Oklahoma State University for the most receptions. And at 265-pounds, Pettigrew can throw a hefty block. If he’s running the ball, he can pull the defenders along with him. All in all, he’ll be a fierce competitor in the 2009 season.</p>

<p>Contrary to what our judicial system says, there are just some things you don’t need a trial, judge and jury for. Like that show, “The Jersey Shore” for example. I only needed to watch two minutes worth before coming to the obvious conclusion that every one of those f’ers should be taken out back and shot. While I’m not calling for a similar penalty for NFL Commissioner Roger Goodell, I’d say he deserves at least a kick in the nuts for his rank hypocrisy.</p>

<p>I’m talking about his statement last week, when he said the NFL Rules Committee will be looking into a way to address the “Colts Situation” as it is being referred to. Last week, in their game against the Jets, Indianapolis chose to sit many of their starters rather than risk injuries that might hurt their chance to win the Super Bowl. It is a common tactic, but the Colts game is at the forefront for two reasons: 1 – Nobody believes the NY Jets could beat the Colts with Peyton Manning and the starters in for the whole game (and they were, in fact, losing when Manning was taken out.) 2 – It supposedly gave a free ticket to the playoffs to the Jets, while costing other teams &#8211; like the Houston Texans and the defending champion Pittsburgh Steelers &#8211; a post season berth. I have no truck with number one – the Manning-led Colts would destroy the Jets. As for number two, it is, well&#8230;number two. The Steelers aren’t in the playoffs because they lost the heart and soul of their defense, Troy Polamalu – and because without him they lost to the Raiders, Bears, Browns and Chiefs – all teams that finished with losing records. Same thing for the Texans – they missed the post season because their normally reliable place kicker missed key field goals in at least three different games, and because they lost to the Jets, at home in Houston, in week one. Tough to blame those circumstances on Colt’s coach Jim Caldwell. But here is the true hypocrisy of the league. They say it’s not fair to the fans to purchase tickets to a week 17 game that the teams themselves treat like a preseason exhibition game. To the average fan, that statement slides by as passable, but season ticket holders must be screaming in anger. A few years ago the league made it possible for teams to include pre-season tickets as part of the season ticket package, meaning if fans wanted season tickets they were forced to buy tickets for all four pre-season games also. Pretty bad, right? Here’s something even more telling – the sports betting aspect of the situation. The league foolishly mentioned that it will consider requiring teams to publicly announce which players will play, and which will sit. Why would the public need to know who will play and who will not? Regardless of NFL lip service about maintaining the game’s integrity, the answer lies, ironically, in their lack of integrity. The only people who care about who plays and who doesn’t, other than opposing coaches, are sports books, sports bettors and fantasy league participants. But, that reason cannot be mentioned, in line with the league’s long-standing “see no evil, speak no evil, hear no evil” policy when it comes to the true driving force behind their incredible revenue – betting. So, for diversion, Goodell claims to be acting in the best interest of the game and its fans. For the good of the league, Roger, really, is that what you’re going to try and sell us? In October, the House Judiciary Committee held meetings on the increasing evidence of football-related cases of brain injury. Goodell couldn’t be bothered to attend. One Congresswoman compared the NFL’s stance on links between playing football and conditions such as dementia and Alzheimers to the tobacco companies denial of links between smoking and lung diseases. This latest intrusion into the game has nothing to do with the best interest of the fans or the league. Fact is, without betting there is no league, there are no fans. The popularity the sport enjoys would cease to exist, and with it – the billions of dollars the league makes. It’s been rumored that Roger Goodell will be stepping down after next season.
